The European Union Delegation to Uganda and adelphi global gGmbH announce Phase II of the Uganda Green Enterprise Finance Accelerator (UGEFA), a strategic initiative aimed at fostering sustainable economic development through the empowerment of green and inclusive micro, small, and medium enterprises (MSMEs) in Uganda. Building on the success of Phase I, the next four years of UGEFA will further enhance the capacity of Ugandan enterprises to implement impactful green business models, as well as increase their access to affordable and accessible finance, and strengthen the entrepreneurial ecosystem.
Launched at the Uganda-EU Business Insights (UEUBI) 2025, an industry-driven event dedicated to accelerating partnerships in AgTech and Sustainable Mining, UGEFA Phase II reinforces the EU’s commitment to supporting green enterprise development and investment in Uganda. This event provided a strategic platform to highlight the programme’s role in advancing sustainable business growth and fostering European-Ugandan collaboration.
Funded by the European Union Delegation to Uganda, UGEFA is designed to support MSMEs through tailored business advisory support packages, equipping them with the tools and knowledge necessary to scale their operations and maximise their environmental, social, and economic impacts. The programme will actively facilitate access to finance for 150 enterprises by developing innovative blended grant/loan financial instruments and implementing them together with partner financial institutions. In the first phase of UGEFA, 102 enterprises received access to an UGEFA-facilitated loan from a partner financial institution, receiving a combined sum of over 31.8 billion UGX (8.3 million euros) in loan finance.
UGEFA Phase II will build on and strengthen existing partnerships with business advisors, financial institutions, as well as the wider entrepreneurial ecosystem. By leveraging these relationships, the programme aims to create a robust support network for green enterprises, fostering collaboration and innovation across the sector. This collaborative approach will ensure that the benefits of the programme are widespread and sustainable.
“The EU is proud to back UGEFA Phase II, driving business-led climate solutions. By unlocking funding for green MSMEs, we’re sparking innovation, boosting private sector action, and creating both economic and environmental wins. This is about real impact—tackling climate challenges while building a stronger, more inclusive future,” stated the Ambassador of the European Union to Uganda, Jan Sadek.
“The next phase of UGEFA represents a significant step forward in our commitment to catalysing private sector investment into Uganda’s green sectors,” said Camilla Shearman, Project Lead of UGEFA and Senior Manager at adelphi. “By providing targeted support and fostering an enabling ecosystem, we aim to unlock the potential of green enterprises to contribute to a more sustainable and inclusive economy through close collaboration with our partners.”
The European Union is a key development and trade partner of Uganda, supporting programmes that focus on three broad policy areas: Green Transition, Sustainable Growth and Jobs, and Democratic Governance and Social Inclusion.
